Just Putin? It's also the PLO and Hamas holding us back from solving the most prevalent issue here; the conflict with the Arabs. If this isn't solved I don't see Rebbe Nachman getting to Eretz Yisroel anytime soon, because there won't be the support from authorities to get him on his way there.
